To further enlighten you, the Lumbee Housing Grant was intitially written by LRDA and then collaboratively between LRDA, The North Carolina Indian Housing Authority and The 1994 Lumbee Tribal Government. It really doesn't matter what was written or who wrote it; the issue is the development of programs and funding for Lumbee people. I would suggest that you take the time you're spending on this website and invest it in a good lesson in grammar; the common sense issue is moot!
