I find it offensive that Darlene Jacobs as a Council Member voted against taking the Constitution according to the timeline to the public for a vote in the fall of 2000 and actually held hearings and encouraged her constiuency in Raleigh to vote against the Constitution (see referendum results). Now, as a Tribal Administrator, whose position and credibility is under the look glass and in question, she talks of the "importance of adhereing to what was put down in the Lumbee Constitution as our Bible." (Robesonian, 01/24/2004). The Constitution won't help her hide when the final investigation is brought to light about noncompliance with federal rules and regulations and outright denial of responsibility. Approval of infrastructure costs with bidding, approval of purchases not in the approved Housing Plan, procurement of services not bidded out for setting up mobile homes, and procurement of purchases in excess of approved policies and procedures - these are not covered in the Lumbee Constitution - these will be covered in federal court. Who can be blamed then?
