Thank you Dr. Woods for locating that information for me. It seems that that situation happened like many of the others. Vote and ask questions later. I agree that the failure to advertise for bids could be problem. However, when you have a full council and an attorney giving the green light, it seems that going ahead with the purchase would be the obvious thing to do. It seems that interpretation has created a problem once again. First with the HUD policy and then with the constitution. As you stated earlier, if an can be raised regarding the purchases, it would have to be with the advertised bids. Why then does there seem to be so much discussion regarding who the tribe purchased the homes from?
